Budget: Senate amendment to cut spending
The Masterson amendment would have cut government spending and balanced the budget without tax increases. It was defeated (see votes below). Without it, the Senate's budget bill fails to close the gap between spending and revenues. The alternative may be a tax hike - called 'revenue enhancement' by proponents of higher taxes.
